cash for clunkers

I guess you heard today that the government giveaway program to help the automakers, Cash for Clunkers, is just about out of cash this week. The program which just started may be suspended as the $1,000,000,000.00 (that's BILLION) is almost gone! So if you traded in your clunker and received a $4500 discount from a car dealer, and then the government runs out of money before the dealer is refunded this $4500, do you have to turn the new car back in? And if your clunker has already been crushed for scrap metal, which is required by this government plan, what will you be driving then?
